The paper doll aspect of this game seems pretty important. Linking clothing effects to specific clothing items gets in the way. Forcing people who, say, want Miriam to look like a gun-weilding pirate end-game to use a walmart fedora to get unlimited ammo is annoying. All clothing styles should be upgradable to any play style. To add effects, shards of some type should have to be placed into sockets in the clothing. Maybe different styles should have different socket counts (heavy armor could have more sockets than a blouse).
Naturally, a sequel would have far more of the armors changing the appearance of the character on screen.

If not clothing, then perhaps a belt with 5 slots in it or something. Perhaps belts are upgraded with slots.
By picking up relics you can combine them in a specific pattern to gain elemental damage or shield, sub-weapons and so on. Experimenting with it. Like a simple puzzle. Relics or runes or what not. This could be used with alchemy heroes, in no need of shards if Miriam got other friends that help her out.
For example, a stone or emblem of something can be fire attribute. If that is first in a slot of 1 in low tier belt, it means it gives you fire resistancce. In a slot of 2, it can be combined with other things that will evolve it to either "higher resistance", "Dagger attacks got now fire damage" "Dagger attacks got now much fire damage", "Shield of ... (fire)". and so on.
With a better belt, or clothing, with slots up to 3, 4 or 5 etc. Can give your favorite gear, or build at least a massive bonus in what would suit your playstyle.
Costumes per say, that change appearance is what I would like to see be just a clothing feature, not something that gives you anything but just a swap of clothing. So in a sense, have features like unlimited ammo, for example would be in some gear that are visibly not needed. If I want to run around looking like a Pirate or a Ninja, and got fire skills, combined with shards or sub-weapons, I should be allowed to run around looking like that but play it my way.

I'm typically not a big fan of socketed equipment from a gameplay perspective, depending on how they do it. It often leads to tons grinding or to players being unwilling to socket items because 'they have to find the perfect item to put the gem in and don't wanna waste it.' Though, there are less strict systems. But, if you can just upgrade any equipment piece to have any ability, why have different equipment at all? Just have some belt or generic trinket that you power up and then costumes and a weapon style.
That being said, I'm a fond of the idea of being able to create layered armor/transmogrify armor or however they want to describe it. If I find cool pirate hat, then I can have the character look like they are wearing cool pirate hat.
Essentially, I wouldn't want the value of finding new, powerful equipment that works differently from other equipment removed from the game. It's one of the reasons I play games like Bloodstained or the Castlevania series. Making every piece of equipment basically end up as the same thing would diminish that. Part of the mechanics and balance are in the idea that you have to choose if you wanted a helmet that gives you unlimited ammo or one that increases or luck stat substantially. But! Having more or a more fleshed out costume mechanic would be a nice addition, and allow the option for those who want to run around looking like a pirate or ninja without having to worry about suddenly having to wear a Wal-Mart Fedora.

Shards are from bosses for Miriam. Imagine these relics are from bosses too, used for other playable characters. It would be a different system, no need to grind and given you a choice. Would be less random than card system for example the Max Up Game Castlevania Circle of the Moon.
Keep it aside, have costume for visual effect only.

I did actually like the idea of the card system from CotM, strangely. Or the badge system of Hollow Knight.
If it was done more in those manners, I think it could be an interesting add. But, honestly, I think the OPs original needs would be met if you could just set her cosmetics, regardless of equipment. This would also keep from adding another layer of balancing and complication.

I prefer this idea for a system. I think that Miriam, and whoever else is in this sequel game, get different types of armor that have elemental augmentation, elemental resistance, weapon augmentation, sub-weapon augmentation, and elemental weaknesses, plus different skills, depending on the type of armor that is equipped, along with an overarching base armor that works like the different armor upgrades that are in the Mega/Rock Man and Mega/Rock Man X games.
