Instead of highlighting the most recently played or most recently saved file, the Game Start menu always highlights the last item in the file list.
Test:
Game Start.
Create a file in slot 1.
Get to the first save point, and exit to title.
Game Start.
Save slot 1 is highlighted by default.
Create a file in slot 21.
Get to the first save point, and exit to title.
Game Start.
Save slot 21 is highlighted by default.
Play any slot as usual. Return to title. Notice that slot 21 is always the default even if you play slot 1 for a while.

Save slot 21 is highlighted by default.
Create a file in slot 11.
Get to the first save point, and exit to title.
Game Start.
Save slot 21 is highlighted by default.
Delete the file in slot 21.
Save slot 11 is highlighted.
