Wouldn't that be cool? Well, of course that would be cool, but could it really work out well enough to be worth the time and resources to be implemented into Bloodstained? If so, what kind of things should this map editor allow us do?

I can't think of a specific article to link but I do believe, especially around the time Mario Maker was out, that a map editor was already stated to not be possible. Its a fun idea but the resources just aren't there.

Not going to happen, but hopefully the game files will be open enough for us to make some neat mods. That will extend the life of the game.
An Igavania maker would be great... Like UE4 with a bunch of wizards (scripts to make things easy) that can be used to build a whole game.
It's almost worth just learning UE4 or Unity to make my own Igavania game... I just have everything else in life going on. Not to mention I love playing games, and developing one would easily kill any time to do that.

Though this would require some effort on the part of Konami (lol), but not all that much, if they would port Harmony of Despair to Steam, we could look at doing something very similar.
It seems like it would be eventually possible with Bloodstained given that the roguelike mode will automatically sort and populate rooms, so a way for a user to manually do that doesn't seem incredibly far-fetched, but it's just another thing on top of what they already have to do...
However, Igavanias to me wouldn't be nearly as interesting without their huge, puzzle-like interconnectedness. A simple action platformer benefits much more from small height, jump and obstacle adjustments. A Classicvania maker, then, would be amazing. Enemy and terrain placement has much more immediate effect.

The problem with a map editor isn't in whether or not the creation of custom maps is plausible, but in how many man hours it would take to create user friendly tools for the job. Especially in our circumstances - where we know both the general planned scope of the game and the funds available to accomplish the task - asking a developer to take on the unplanned task of developing such tools for us is a bit unreasonable.
As others said, if it's possible, modders will figure out how to open the door to custom maps and other modifications to the game on PC. Beyond that, we have a list of the planned features of the game. I think there's plenty to keep us occupied for a while.

Yeah, definitely going to be on modders to give their own free man hours to make a map editor possible, and the question on the developer's end would be how accessible the code is going to be to do that. I wonder who would be the right person to even ask about that though?
