Hey, my fellow follower of the Night!
I'm having problem starting the demo. I installed it via Steam. When I start the demo, it ask me to install "Microsoft Visual C++ 2015 runtime". I follow the process and UE4 prerequisite installation is done, then nothing happened.
I try to start the demo again and it ask me the same thing. If I click "Yes", it will show window with option to uninstall UE4 prerequisite.
I cannot do anything else other than install and unistall UE4 prerequisite.
I'm not sure if this can be considered a bug, or not.

I try many things for hours but to no avail.
Then I tried running the game's EXE file directly with "Run as administrator". There is an error said that the "api-ms-win-crt-runtime-l1-1-0.dll is missing". This DLL file is part of the Microsoft Visual C++ Redistributable. I assume that it's 2015 version.
The real problem is Microsoft Visual C++ runtime cannot be installed properly. I need to get updates for Windows from the windows update. I never update mine for years and I got about 180 updates await.
In my case, I run out of disk space and cannot install all of them at once. Thus, it took so long to do so. After about half of them installed, I give it a try and install "Microsoft Visual C++ Redistributable Update 2". And voila!! I can play the demo.
In general case, you should test by running as administrator. If it gives the same error as mine, update you Windows. Then install "Microsoft Visual C++ Redistributable Update 2" from Microsoft website. That should fix the problem.

How long did you wait? Something similar happened to me, I installed the UE4 prerequisite, then had to wait a couple of minutes for the game's own window to pop up. My first attempt at running it was a fatal error, but since then it has started each time.

If it's uninstalled, reinstall the pre-requisite.
Try rebooting your computer, and then try launching the game again. See if that works.

So I have this issue too, when I launch the game it tells me I need to install DirectX. Clicking no closes out the game, clicking yes brings me to the UE4 prerequisite installer, but since I already have it my only option is to uninstall. Uninstalling closes out the game as well, and upon launching it again, the same pop-up appears, and then I go back to the UE4 prerequisite installer, agree to the terms/conditions to install it, and then install it again... which then closes out the game same as if I never installed it, and launching the game again starts the whole process over.
What I've tried so far:
-Uninstalling and reinstalling everything (the game, the UE4 prerequisites and the DirectX runtimes) -Uninstalling, rebooting, and reinstalling everything -Fixing the Microsoft Visual C++ install from Microsoft's installer -Uninstalling and re-installing the Microsoft Visual C++ runtimes from Microsoft's installer -Removing the UE4 prerequisites installer from the game's folder (the pop-up telling me I need to install DirectX still appears, but it doesn't prompt me to open it anymore) -Editing the registry values in the Steam apps to try and bypass the DirectX install (Bloodstained may not even have a folder under Steam in the registry, I'm not sure because each folder is just numbers instead of game's name)

For some reason, mine just briefly pops up with the steam window that says it's "preparing to launch [game]" but then nothing. Does anyone know of a reason/solution for that?

my one wont even go that far, when i run it, it says needs microsoft visual c++ 2015 runtime when i install it nothing, it keeps saying needs runtime files

I do not have enough memory on my laptop to run Bloodstained, so I am assembling my new PC to prepare to play it.
I have one question though. Since I downloaded it to my laptop, I shouldn't have any trouble re-downloading the demo to my new PC via Steam, correct? If anyone can aid me in setting up the correct options to do this efficiently, I would greatly appreciate the help.

I have the current .NET Framework and both x86 and x64 DirectX runtimes. The UE4 prerequisite installer that comes with the demo also installs both the x86 and x64 DirectX runtimes. Still nothing.

Okay, finally got it working. Here's the two things I did.
1: As aquamarine said, I Googled "Microsoft Visual C++ Redistributable Update 2" and found the update from Microsoft's site and installed both the x86 and x64 versions (I'm 99% certain that only the x64 version matters since if I remember correctly Bloodstained can only run on a 64-bit OS? But I did both x86 and x64 just to be safe). I don't think this is what made it work, since I tried this before trying my second step and nothing happened, but I'm listing it just to be safe. 2: I went into the System32 and SysWOW64 folders and deleted the files xinput1_1.dll, xinput1_2.dll, and xinput1_3.dll out of both folders, then grabbed the dxwebsetup.exe file from Microsoft's site and had it re-install the files I had just deleted. I believe this is the step that worked for me, because I had tried the step above before and nothing happened until I did this.
The error I got was similar to an error I would always get while trying to play D4: Dark Dreams Don't Die, which I haven't been able to run on my PC since its release, so I'm eager to see if this fixed that too. But for now, Bloodstained time.
