The DLC is available on my account (which made the purchase), but is not available on my wife's account. Is this expected behavior, or is there something amiss that's preventing her from being able to fight IGA?
My reasons for asking are twofold:
1. She's spent 30+ hours playing the game on her account and is going to be furious if she can't actually play all† of the game.
2. If the DLC is locked to a specific account and not made available to other users of the system, that's shitty. If anyone takes umbrage with that opinion, feel free to try to change my mind.
†Yes, I know she could purchase the DLC for her account. That's not gonna happen because it would give tacit approval of avaricious nonsense.

Console activation is supposed to be the thing that actually allows you to let other people on your console access your PSN purchases without you always being online. If you already have activated it, sorry. Just trying to cover my bases And here’s the game’s discord and subreddit to help you get more input from people

I've followed all of Sony's support instructions, including deactivating and reactivating the system, making the system primary in my account, as well as restoring licenses. No dice.

My idea was keep your account on player two and hers on player one, but you’d honestly be better off just talking to 505 support

So yeah, live chatting them tomorrow between 11AM EST and 7PM EST or putting in a support ticket would probably get you the easiest human response.
I mean, you could get me or someone else to do the support message, but we’d possibly need to know some specifics to give them.

According to the QA team "licenses should be shared with all users if the account that bought it has set the PS4 as his 'primary' console." Since it sounds like you have tried this approach, I'll let them know that it needs to be investigated.

Question told me the same thing until he talked to the QA team and both Question and the QA team are also 505 games, whereas the support rep who got back to was likely as in the dark as Question was prior to asking them. I asked Question a follow-up question, hopefully I get a good response

Devs can decide to limit DLC to a specific account, even on a primary machine. It would be a safe assumption to assume this is one of those cases. However, the QA team feedback is that it should be shareable and they are looking into it.

JoJoDikk If there’s anything else you wanna add regarding your DLC issue, try shooting a DM at Question#9054 on discord, he seems to be this game’s most prominent community manager. You should be able to reach him between 8AM PST and 4PM PST Monday - Friday if you’re in either the 505 games server or the Bloodstained ROTN server

My schedule as of late has been quite hectic, so I have not had to opportunity to contact anyone on Discord, but I got another reply from Dane C. at 505 Games Customer Support.
"I was told that the way the DLC functions is by design. Why that is the case isn't something that I am privy to."
That's disappointing, but fairly definitive. Guess my wife is not going to battle Iga after all. Pity, that.

QA looked into this and, unfortunately, Iga's Back Pack was submitted as a "service entitlement" when it was added to the game's code.For that reason, it cannot be shared between accounts. The intent wasn't to lock the code from sharing,so this is an unfortunate side effect. I don't expect this is something we'll be able to retroactively change.
I know this is not the answer that OP was hoping for. Our production manager is going to talk to the team about future DLC, so I hope content will be handled differently.
