This is a somewhat weird issue that I have encountered with COTMs fullscreen mode on my PC:
My main monitor which I use to play games on has a native resolution of 1920x1080. However, when I try to play this game in fullscreen mode I get black borders on all four sides of the screen and thats why I have played it in windowed mode only which didn't bother me too much.
When I wanted to demonstrate this issue to a friend with a screenshot I realized that the screenshot didn't have any borders on the sides (only on top/bottom). And then I also realized that the screenshot in question had a resolution of 1920x1200. This is a custom resolution I have set up for a speciffic game which requires a 16:10 aspect ratio (and I didn't want to downgrade to 1280x800). After removing this custom resolution and rebooting my PC I could play the game properly in full screen mode (yay).
Turns out that the game always defaults to the maximum resolution possible which, in my case, was the custom resolution. I'd suggest something like changing "Window Size" with the options "1x, 2x, 3x, etc." to "Fullscreen Resolution" with all the available resolutions of the monitor as options in the options menu when turning on fullscreen mode to address this issue.
