I've been quite out of the loop myself, though I think what has happened is that Inti Creates has pulled out of the MAIN development(meaning they're still around, I think they are doing some side stuff?) of Bloodstained, back in E3 last year? And DICO is picking up where they left off, while ArtPlay remains as the heavy lifter.

In short.. Inti Creates left main game and began to develop the prequel as soon as DICO stepped in. The art assets have been taken over by DICO for the main game, while they are "intact" for the prequel by Inti Creates. Mana's art have not been taken over anything and are considered to give promotional art for the whole IP (of Bloodstained).
The prequel will be pixelated with retro feel.

"for people that are too lazy" sounds like flame bait. Let's just ignore that line.
It's perfectly natural to wonder how it all went down with IGA deciding to move away from IntiCreates. The best explanations are from IGA himself in the update.
I think we could read between the lines here.
"... between our current production set up and release dead line, I've realized that at this rate the game may not end up meeting my quality standards. I've decided to add a new developer to the main production and improve our approach so that we can keep the game fully on track for how I envision it. We're in the process of securing these new developers... "
This coupled with what Mana said about the use of the strengths of the Unreal Engine 4 makes it seem to me that IntiCreates were not able to meet IGA's quality and time expectations. You won't hear much depth from IGA on this stuff, because it's important not to speak negatively about IntiCreates. That's unprofessional and not his style at all.
Regardless of the reasons, you can see that IGA will do whatever he feels is necessary for Bloodstained to meet his vision for the game. That's awesome in my opinion.

I don't see this as a negative for Inti Creates, nor that they were not up to standard, they simply stepped up to develop another part of the game that wasn't in the original development plan. It's almost like they got commissioned make a whole other game, that sounds like an upgrade to their previous situation. I'm sure once the prequel is done, Inti will pop in to help finish/polish the full game, just makes sense. Manpower bby, it's what makes the deadline.
