Another Steam sale season!
I'd say I love buying games from Steam, but I'm hesitate to call my Steam library as my "game collection". These are just data saved in a cloud server far away from my own shelf.
But considering the age of PC games with big boxes is long gone (console games still have their legit packaging though), plus there are many indie games are only available with digital download, so what do you guys think?

I do not consider my steam games and digital versions for consoles as part of my collection. I feel like thats the wrong form of collecting games. You lose reselling options, lending options and you miss out on the boxes that show your collection to others. It's like the same with buying movies digitally doesn't feel like I'm buying them but more like renting them.

I do. I prefer to get the games from platforms where I just download the installer *cough*GoG*cough* download so that I can backup that on some external drive but I've no issue with Steam and other digital platforms either. Sure there is a risk of those going down but it's not like physical media are perfectly safe either - I haven't had a digital platform die on me yet, but I had plenty of discs and disc drives go faulty on me back in the day.
...and let's be honest, for PC games at least, if Steam would go down I'd pirate the shit out of any games I bought there without batting an eyelash. I paid the money, that makes it fair game as far as I'm concerned.

Yes I do consider digital games as part of my collection as well as the games that i own physical copies of. Any game that i have played and enjoyed i consider part of my collection this includes all of my vintage cartridges for old hardware PC games on disk and things that i own digitally. The key factor for me is whether the game is used not whether it exists physically or otherwise. I'm primarily a PC gamer these days but i still have a vast collection of old console stuff (from 8-bit era to PS2 stuff) all on physical media, this stuff i use less and less these days for numerous reasons -
Because old hard to replace physical media is easily damaged by small children (i have 2 now)
Its convenient to use digital media instead of all that tedious disk swapping rummaging through disk boxes etc. (all the more convenient for me because i have mobility issues and finding stuff can be time consuming)
Bottom line is it's the games themselves that matter and whether they are used not what format they're in.

Do I play them? Yes.
Do I enjoy them? Most of them.
...so why would I not consider them part of my collection?

Yes and no.
Yes, if they are digital games that are part of a series, the Ys series of example. I'd consider that part of my collection. However, I do prefer to feel my "possessions" with my own two hands.
No, if it is just a game by itself like League of Legends or some other game. That doesn't mean I like paying them less though.

Licensing issues can kinda suck, but I can still re-download games whose licenses expired over Xbox Live and Steam and I'm not too upset with that. Plus, my memories and experiences with playing the games I enjoy are more valuable to me than the physical copies themselves.
The only real drawback is that I can't get developers or voice actors to sign digital copies of games if I get the chance to meet them, but I can get around that problem by getting them to sign a piece of merch like a t-shirt or artbook instead.
EDIT: Just remembered another reason I consider digital games part of my collection; some games are only available digitally and I don't want to dismiss digital games from collections just because they never received a physical release.
