That would be awesome if somehow Bloodstained could take advantage of PS4 Pro and now Scorpios extra power somehow. But if that means delaying the game further, forget it, the 2017 delay was bad enough
But a 4k 60fps BloodStained would be beyond visually orgasmic

Since Bloodstained will be on the PC, which is always more powerful than a console, I'd guess there is a good chance Bloodstained could utilize the power of Scorpio and PS4 Pro. I believe the game is already set to run at 1080p and 60 FPS anyway on the base consoles.
Of course Bloodstained would look ever so greater on the next XBox, if it's compatible.
That said, I truly wouldn't want to have thoughts of "hey, let's think of developing on this and this and this", like (that man) did for (that game). But again, maybe someday, if MS decides to give again a partnership with indie devs and that Bloodstained still remains relevant after its release of 2018?
All higher specs will really give you is resolution assuming they are animating the game at 4k. If they are animating the game at 1080p you probably won't see much of a feasible difference from the PS4/XB1 versions. Specs are important but significantly less so in a 2.5d sidescroller this isn't Witcher 3 we are talking about.
I plan to play the game on Switch which is basically a beefy tablet lol
